ISO 14001 Procedures & Operational Controls — Clause 8.1

ISO 14001’s real work happens at Clause 8.1 — operational planning and control. This is where the EMS’s environmental policy and objectives become documented procedures and controls for the organization’s significant aspects. This page explains what to write down and how to prove the controls work.

Clause 8.1 — operational control

Clause 8.1 requires the organization to plan, implement and control the processes needed to meet environmental requirements, including the significant aspects. Where the organization determines that external provision could affect conformity, those processes must also be controlled. Documented information is required to the extent necessary to demonstrate effective control.

What procedures to keep

Typical EMS procedures cover waste segregation and disposal, chemical storage and handling, energy and water use, emergency preparedness (Clause 8.2), and control of outsourced processes. Each procedure should state the aspect it controls, who does it, and the acceptance criteria.

Evidence of effective control

Auditors look for more than a procedure on the shelf: they want records showing the control was actually applied — inspection logs, training records, calibration of monitoring equipment, and monitoring results against the organization’s objectives (Clause 9.1).

Frequently asked questions

Does ISO 14001 require documented procedures?

Not by a fixed name, but Clause 8.1 requires operational controls and documented information to the extent necessary to show they work. For most significant aspects, a written procedure is the practical way to demonstrate that.

What is the link between procedures and emergency preparedness?

Emergency preparedness and response (Clause 8.2) is itself an operational control for aspects like chemical spills or fires, and it requires its own procedure, tested at planned intervals.

How do we control outsourced processes?

Clause 8.1 requires you to control externally provided processes that affect conformity. That means including environmental requirements in supplier agreements and verifying compliance, not assuming the supplier handles it.
